Purpose of RTPS Bihar Online Application
Earlier, getting government certificates such as Income Certificate, Caste Certificate, and Residential Certificate in Bihar used to be a lengthy and time-consuming process. Citizens had to visit government offices, stand in long queues, and wait for days to receive their documents.
To overcome this problem, the Government of Bihar launched the RTPS Bihar Online Portal (serviceonline.bihar.gov.in) under the e-District Mission Mode Project.

RTPS Bihar – Important Information for Applicants
Before applying for certificates through the RTPS Bihar Online Portal (serviceonline.bihar.gov.in), applicants should keep the following points in mind:
Caste Certificate
Caste is determined on the basis of the applicant’s father’s caste, not the husband’s caste.
Once issued, a Caste Certificate remains valid permanently.
Residential Certificate (Nivas Praman Patra)
A Permanent Residential Certificate is valid for a lifetime.
A Temporary Residential Certificate is valid for 1 year from the date of issue.
Income Certificate (Aay Praman Patra)
Validity is 1 year from the date of issue.
Original Certificates
After verification, all original documents are returned to the applicant.
Non-Creamy Layer (NCL) Certificate
Candidates may submit an undertaking in the prescribed format declaring that they do not belong to the creamy layer.
On this basis, a new Non-Creamy Layer Certificate can be issued using the previous one.
For state services, applicants can submit an old NCL certificate along with an undertaking—there is no need to apply repeatedly

Step-by-Step Process
Visit the Official Website
Go to serviceonline.bihar.gov.in.
New User Registration
If you are a first-time user, click on “Register Yourself” and create a Login ID and Password.
Login to the Portal
From the left menu, select the relevant department/service.
Enter your Login ID and Password to access the portal.
Apply for the Service
Click on “Apply for Service” in the left menu.
Fill in the online application form carefully.
Upload Photograph
Upload your photo using either a Webcam or File Browser option.
Save the draft after making any necessary corrections.
Identity Verification
If the service requires Aadhaar authentication, an OTP will be sent to the Aadhaar-linked mobile number.
Alternatively, you can upload one of the 12 ID proofs approved by the Election Commission of India.
Attach Required Documents
For services that require additional documents, upload the necessary annexures.
Final Review & Submission
Carefully check all entered details and attached documents.
Submit the form and download/print the Acknowledgment Slip for future reference.
Download Certificate
Once the application is processed, the certificate will be issued.

How to Download RTPS Bihar Certificate Online

Open the website serviceonline.bihar.gov.in.
Go to Download Section
On the homepage, look for the “Citizen Section” on the right-hand side.
Click on the option “Download Certificate.”
Select Service
You will be redirected to the RTPS Certificate Download Page.
From the drop-down menu, choose “RTPS/Others” under Services.
Enter Application Details
Provide your Application Reference Number (e.g., BICCO/2021/0000).
Enter your Applicant Name (in English only).
Download Certificate
Click on the “Download Certificate” button.
The certificate will be retrieved from the RTPS Bihar servers (Server 1, 2, 3, 4, 5, etc.).
Important Note
Certificates are available for download only after 24 hours of successful application execution.

Choose Tracking Method
You will be redirected to the Application Status Tracking Page.
Select how you want to track your application:
By Application Reference Number
By OTP / Application Details
Enter Required Details
If using the Application Reference Number, enter it carefully.
Choose whether to track via Application Submission Date or Application Delivery Date.
Verification Code
Enter the Word Verification Code (Captcha) exactly as shown on the page.
Submit and View Status
